It is proposed to promote green transformation. Fully implement the Implementation Plan for Peaking Carbon in the Building Materials Industry, support qualified regions and enterprises to carry out green and low-carbon demonstration, and explore and promote effective models and experience. We will support cooperation between industry and finance, and step up efforts to transform green and low-carbon technologies by focusing on energy use structure transformation, energy conservation, carbon reduction, and comprehensive utilization of resources. With the focus on cement, flat glass, building sanitary ceramics, glass fiber and other industries, the annual release of energy-saving and carbon reduction technology catalogs and application guidelines, the promotion of the "anatomical sparrow" pilot, the summary of transformation programs, support the construction of A number of demonstration projects, and support building materials enterprises to strive for environmental performance A level.

We will deepen the activities of sending green building materials to the countryside. For different application fields such as agricultural housing and infrastructure, encourage the use of bulk cement, ready-mixed concrete, ready-mixed mortar and other products, support the typical demonstration of green construction solutions, and provide system solutions. Increase publicity and guidance efforts, further enhance the consumption concept of green building materials, and boost the green consumption level of the building materials market. On the basis of the pilot of green building materials products to the countryside, all localities are encouraged to actively explore new modes of green building materials industry to the countryside, and promote the development of green building materials activities to the countryside.

We will expand the use of green building materials in cities. Accelerate the implementation of government procurement to support green building materials to promote the improvement of building quality policies, and accelerate the promotion and application of energy-saving, low-carbon, safe and cost-effective green building materials in government projects. We will organize pilot demonstrations of the application of green building materials projects, guide key construction enterprises to increase the application scope and procurement of green building materials, promote the coordinated development of green building materials and green buildings, and increase the proportion of green building materials used in the renovation of new buildings and existing buildings.

We will improve the certification system for green building materials. Improve the evaluation standard system of green building materials products, further expand the scope of implementation of green building materials product certification, and accelerate the certification of green building materials products. Promote the interconnection between green building materials product certification data and relevant credit application databases, and promote the mutual recognition and common use of green building materials product certification results among different departments and levels. Combined with the activities of green building materials going to the countryside and the pilot work of government procurement of green building materials to promote the improvement of building quality, building materials production enterprises are guided to actively carry out green building materials product certification, and strive to increase the number of green building materials certified enterprises more than 1,500 and green building materials certified products more than 3,000 by the end of 2024.
