 Implementation of the Ministry of Housing and Urban-Rural Development and other departments of the "Guidance on Promoting the Coordinated Development of Intelligent Construction and Building industrialization" (Jianshi [2020] No. 60), "Several opinions on Accelerating the development of New Building industrialization" (construction Standard Regulation (2020) No. 8) and "Made in China 2025 > Shaanxi Implementation Opinions" (Shaanxi Zhengfang [2016] No. 27), push Into building industrialization, digitalization, intelligent upgrading, accelerate the transformation of construction methods, and promote the high-quality development of the construction industry, now put forward the following implementation opinions on the coordinated development of intelligent construction and new building industrialization in our province.

First, the overall vision and development goals


1. General Thinking.  With prefabricated buildings as the starting point, informatization, digitalization and intelligent upgrading as the driving force, research and development of key technologies, increase the application of intelligent construction in all aspects of engineering construction, form a new building industrialization industrial system that integrates the whole industrial chain of scientific research, design, production and processing, construction and assembly, operation and maintenance, and realize the reform, innovation, transformation and upgrading of the construction industry. Strive to write a new chapter of Shaanxi construction industry in the new era to catch up.


2. Development goals


Step 1: Starting from 2021, the annual area of newly started construction projects will increase by more than 3% for the construction of new construction industrialization demonstration projects, and the new projects of the transferred or allocated land in the central urban area will implement industrial construction ratio of not less than 20%, and increase year by year. By 2025, the new building industrialization policy system and industrial system will be basically established, prefabricated buildings will account for more than 30% of new buildings, residential buildings in urban centers will be fully renovated, and the comprehensive capabilities of development, design, construction, supervision and production enterprises, equipment, technology and talents to adapt to the new building industrialization will be significantly improved. The formation of a number of downstream backbone enterprises as the core, industrial clusters with a complete industrial chain.


Step 2: By 2035, the coordinated development of intelligent construction and new building industrialization in our province will achieve remarkable results, the innovation ability of enterprises will be greatly improved, the overall advantages of the industry will be significantly enhanced, the level of "Shaanxi intelligent construction" will be in the forefront of the country, and the industrialization of new buildings will be fully realized.


2. Key tasks


1. Studying and formulating detailed development plans. All localities shall, according to the implementation Opinions, study and formulate special plans and annual plans for the coordinated development of intelligent construction and new building industrialization, reasonably determine the overall goals, development positioning and planning control requirements for the development of new building industrialization, scientifically delineate key implementation areas for new building industrialization, and revise the control indicators such as prefabricated buildings and full decoration requirements for various new projects.


(2) Accelerating the construction of construction industrialization bases. Reasonable layout of prefabricated building industrialization base and related industrial parks, support Xi 'an to strive for national demonstration city of new industrialization, establish 10 prefabricated building industrialization bases, cultivate 3-5 industrial clusters with backbone enterprises as the core, and form an industrial pattern with complete products and complete supporting facilities to meet the needs of new building industrialization development.


3. Promoting the deep integration of information technology Build an Internet platform for the construction industry, promote the integrated application of the industrial Internet platform in the construction field, and promote the application of big data technology in engineering project management, bidding and bidding links and credit system construction. Focusing on the whole life cycle of design, procurement, production, construction, decoration, operation and maintenance, increase the integrated application of new technologies such as additive manufacturing, Internet of things, blockchain, BIM, CIM, 5G in the whole construction process, and improve the efficiency of resource allocation and intelligent construction of the construction industry chain.


(4) Establish a green construction system. Innovative construction organization methods, guide enterprises to develop and apply construction technology methods such as lifting, transportation and stacking of parts and connecting parts that are compatible with new industrialization, promote the application of intelligent equipment and tools such as steel bar positioning plates and construction robots, and improve the level of on-site construction mechanization in material handling, steel bar processing, high-altitude welding and other links. Enhance the prefabricated construction quality of parts and the safety performance of construction projects.


5. Vigorously develop prefabricated buildings. Improve the performance and technical measures such as fire prevention and corrosion prevention of prefabricated steel structure buildings, increase the application of hot-rolled H-shaped steel, weathering steel and fire-resistant steel, guide iron and steel enterprises and upstream and downstream enterprises vertical reorganization, focus on hospitals, schools and other public buildings to vigorously develop steel structure buildings, encourage the implementation of steel structure residential and agricultural housing construction, and promote the development of steel structure building key technologies and related industries. Establish prefabricated concrete building structural systems suitable for different building types, actively promote prefabricated concrete buildings, increase the integrated application of high-performance concrete, high-strength steel bars, energy dissipation and shock absorption, and prestress technologies, and encourage the full promotion and application of prefabricated internal partition walls, prefabricated staircases and prefabricated floors in areas where conditions exist. Accelerate the integrated development of prefabricated concrete buildings and steel structures.


(6) Promote the assembly of the full decoration model. Actively develop finished housing, advocate menu type full decoration, to meet the individual needs of consumers. Promote the application of assembly decoration mode in commodity housing projects, promote pipeline separation, integrated decoration technology and integrated modular building parts, improve decoration quality and reduce operation and maintenance costs. Prefabricated buildings and star-rated green building projects should be promoted fully decorated.


7. Strengthening water conservation and renewable energy applications. New buildings will fully implement the current green building standards, gradually increase the proportion of ultra-low energy buildings and near-zero energy buildings, and promote the creation of green buildings. The construction of water-saving facilities, renewable energy application facilities and equipment should be integrated with the main body of the building design, simultaneous construction, simultaneous acceptance, strengthen the application of solar energy, biomass energy, air energy, geothermal energy and other renewable energy in the building, and promote the green transformation and upgrading of building products.

Third, we will accelerate the cultivation of new markets


1. Strengthening project promotion. Strengthen the planning and management of building industrialization, implement the land supply requirements for prefabricated buildings, accelerate the supply-side reform of the construction industry, and promote qualified government investment and state-owned investment construction projects to take the lead in demonstrating the application of new building industrialization technologies. Focus on implementing the strict implementation of prefabricated construction requirements for new projects in the region, promoting the active use of prefabricated buildings in public buildings such as schools, hospitals, scientific research, office buildings, venues, underground integrated pipelines, municipal roads and other public facilities projects, and encouraging real estate projects to use intelligent construction and construction industrialization.


(2) Cultivating leading enterprises. Cultivate 30 project general contracting enterprises with comprehensive capabilities and 5-10 whole process consulting enterprises, guide upstream and downstream large-scale project development enterprises, special grade construction general contracting enterprises and parts component production enterprises with certain influence in the industry to closely integrate and cooperate, and form a group of leading enterprises that gather project development, construction, management, operation and maintenance and parts component production.


(3) Build quality brands. Enterprises are encouraged to formulate brand development strategies for building industrialization, accelerate the construction of basic quality capabilities, and establish an internal control system for building industrialization quality and safety that covers the whole process of the project. Explore the establishment and improvement of engineering quality insurance and guarantee systems, implement the filing system of prefabricated component manufacturers, and build a quality tracking, maintenance and responsibility traceability mechanism for the whole process of prefabricated components. Strengthen the supervision of prefabricated building construction sites, increase support for prefabricated projects to achieve excellence and win the cup, support new building industrialization projects to give priority to participate in the evaluation and evaluation of various engineering construction fields, and support the application of national green building projects.


4. Intensify publicity. Establish a publicity and promotion mechanism combining the government, media, enterprises and the public, and regularly organize promotion activities to improve the public's awareness of green construction and enhance the sense of identity of the whole society for the industrialization of new buildings. Support influential exhibitions or industry summits to settle in Shaanxi, strengthen exchanges and cooperation in the industry, and promote honest and assured technologies, products and enterprises to the society.


Fourth, strengthen the foundation for innovative development


1. Improving the efficiency of examination and approval services. For the development and construction units involved in the construction of new building industrialization projects, the "green channel" can speed up the qualification upgrade, extension, pre-sale license and other businesses. For new construction industrialization projects that meet the assembly rate requirements for commercial housing construction and obtain land use rights by way of transfer, the prefabricated component investment is allowed to be included in the total investment amount of project construction and included in the progress measurement when handling the "commercial housing pre-sale License".


2. Accelerating the formulation of supporting standards. Establish and improve the standard system for new-type building industrialization, formulate standards for design, construction, decoration, acceptance and production of parts and components that adapt to our province's building technology, and promote the construction of a professional, large-scale and information-based production system for prefabricated buildings based on standard parts. Form an integrated integrated design standard and a unified local standard system based on digital design, industrial production and assembly construction. Accelerate the formulation of new building industrialization pricing standards to provide an accounting basis for the incremental investment quota of new building industrialization projects.


(3) Improving the quality of integrated design. Give full play to the leading role of design, promote the construction of digital integrated design system as a whole, encourage the use of prefabricated structure technology system, promote the integrated design of building structure, mechanical and electrical equipment, parts, assembly construction, decoration and decoration, and the design depth of the project should meet the requirements of factory production and assembly construction. Promote the application of BIM technology in the industrialization of new buildings, and improve the comprehensive design ability. Government investment projects constructed in a new mode of building industrialization are allowed to raise the design fee standard appropriately.


4. Improving management of bidding and tendering. Encourage the use of design, component production, civil construction, equipment installation and building decoration integration of the general contract bidding model. The construction unit may put forward clear requirements for the application of new technologies in the industrialization of new buildings in the bidding documents for the general contract of the project, encourage the evaluation of bonus points in the bid evaluation method, and reasonably arrange special implementation costs.


(5) Innovation project organization and management. Prefabricated buildings, government investment and state-owned capital investment construction projects actively promote the general contracting and the whole process of consulting services, encourage social capital investment projects to adopt the general contracting model, civil construction projects trial architect led the whole process of engineering consulting. Improve the lean construction organization mode of the project that is compatible with the industrialization of the new building, promote the integration mode of digital design, intelligent production, intelligent construction and assembly and installation, implement the collaborative construction of building decoration and main structure and mechanical and electrical equipment, give play to the advantages of structure and decoration interspersed construction, and improve the fine management level of the construction site.


6. Improving market regulation. Establish and improve the market supervision model that is compatible with intelligent construction and new building industrialization, accelerate the improvement and optimization of the integration platform of construction market supervision and integrity information, smooth the information sharing channels of relevant system platforms, establish scientific decision-making and market supervision mechanisms based on big data assistance, and improve the digital results delivery, review and archiving management system. Accelerate the construction of a credit system in the construction market, and fully apply information technology to strengthen in-process and post-event supervision.

Fifth, increase policy support


1. Innovating the way funds are invested. Governments at all levels should establish a fund investment mechanism to support the intelligent and industrialized development of buildings, make good use of existing special funds, study and innovate ways of fund investment, give full play to the guiding role of financial funds, mobilize the enthusiasm of social capital participation, and accelerate the coordinated development of intelligent construction and new building industrialization.


2. Improving financial services. We will innovate and improve financial services in the field of intelligent construction and new building industrialization, and support key enterprises in new building industrialization to enhance their capital strength. We will guide and encourage industrial mergers and acquisitions, develop financial products in the industrial chain, and drive small and medium-sized enterprises in the industrial chain to develop professionally. For the introduction, digestion and absorption, independent innovation and research and development of large-scale special advanced equipment building industrial components, supporting machinery production enterprises, financial institutions give priority to credit support. For the industrial base of prefabricated buildings that introduce large special advanced equipment, its affiliated enterprises can enjoy the same preferential policies as industrial enterprises such as loan discount interest. Commercial banks should rationally allocate credit resources and actively support the purchase of housing loans that are constructed in a new way of building industrialization.


(3) Implementing preferential treatment for taxes and fees. The research and development expenses incurred by enterprises in developing new technologies, new products and new processes that meet the needs of new-type building industrialization may be added and deducted when calculating the taxable income amount.


(4) Support the project general contracting model. The fixed total price contract is implemented for the general contract project. During the pricing settlement and review, only the change adjustment part and the provisional valuation part agreed in the contract are reviewed, and the fixed total price contract part will not be reviewed separately. The construction unit shall implement guarantee for payment of project funds, and encourage the general contractor of the project to provide performance guarantee to the construction unit in the form of guarantee or insurance. The demonstration project of the general contract of the project and the units participating in the construction shall be given priority support in the evaluation and award.


(5) Encourage whole-process project consulting. The whole process engineering consulting service fee can be paid in the project investment, or according to the specific services included, through the investment consulting, bidding agency, survey, design, supervision, cost, project management and other expenses paid in the project investment. The construction unit is encouraged to reward the consulting unit according to the investment saved by the consulting service, the proportion of reward shall be agreed by the two parties in the contract, but the consulting unit shall not adopt the vicious market competition behavior below the cost price.


6. Implementation of project support services


1. Strengthening land security. All localities shall implement intelligent construction and prefabricated buildings in accordance with the relevant policies and provisions of the State.


2. Strengthening scientific and technological support Support key enterprises, institutions of higher learning, research institutes and other joint establishment of new building industrialization technology innovation alliance, the establishment of 10 provincial technology research and development centers, intelligent construction, new building industrialization technology research as a key research direction, focusing on key technologies such as building materials, basic components, construction technology and mechanical equipment. Support the development of underlying platform software and application layer software to ensure the quality and safety of digital technology applications. Enterprises that implement new building industrialization projects and participate in the preparation of provincial and above new building industrialization technical standards are subject to relevant scientific and technological innovation support policies.


3. Strengthening personnel training. Carry out classified training for the relevant personnel of the new building industrialization enterprises and management departments, and cultivate professional skills to adapt to the new building industrialization. Support enterprises to cooperate with colleges and universities, add related professional courses, and accelerate the training of high-end talents urgently needed for new construction industrialization. Key enterprises and research institutions are encouraged to train leading personnel, professional and technical personnel, operation and management personnel and skilled personnel by relying on major research projects and demonstration and application projects. All localities should actively explore the establishment of a new construction industrialization talent training and introduction mechanism, and strengthen the cultivation and reserve of high-level management and technical personnel.


4. Ensure smooth flow of logistics. Transportation, aviation and other departments, within the scope of their functions, provide support for the transportation of oversized and ultra-wide parts (precast concrete and steel components, etc.) of vehicles and flights, logistics and transportation, and smooth traffic according to law.


(5) Strict follow-up and supervision. All localities should strictly supervise the implementation of new construction industrialization projects in the region, and speed up the establishment of dynamic tracking and industry statistics systems. For the projects that have enjoyed the relevant support policies or special funds but have not been implemented in accordance with the construction drawing design documents, the policy support shall be cancelled, the responsible unit shall be ordered to return or make up the relevant funds within a time limit, and the responsible unit and responsible person shall be punished according to law.


Vii. Establish an organizational promotion mechanism

1. Establishing a mechanism for coordinated progress. The provincial Department of Housing and Construction takes the lead, and the provincial Development and Reform Commission, the Department of Education, the Department of Science and Technology, the Department of Industry and Information Technology, the Department of Finance, the Department of Human Resources and Social Security, the Department of Natural Resources, the Department of Ecology and Environment, the Department of Transportation, the Department of Water Resources, the Department of Taxation, the People's Bank of Xi 'an Branch, the Market Supervision Bureau, the Financial Supervision Bureau, the Shaanxi Banking and Insurance Regulatory Bureau, the China Railway Xi 'an Bureau Group Co., Ltd. and other departments cooperate to establish the provincial joint meeting system. Organize a joint meeting every six months to study and formulate specific promotion measures to jointly solve some key and difficult problems in the collaborative development and promotion process of intelligent construction and new building industrialization. The leading department should do a good job of overall planning, and the cooperating departments should perform their own duties according to the division of tasks, and work closely to form a joint force.


2. Strictly implement the main body of responsibility. The municipal government of each district is the main body responsible for the informatization, digitalization and intelligent development of the construction industry in the region under its jurisdiction. It is necessary to promote the coordinated development of intelligent construction and the industrialization of new buildings as an important area to implement the innovation-driven development strategy, strengthen organizational leadership, consolidate specific responsibilities, clarify time-bound tasks, and increase efforts to promote. It is necessary to formulate corresponding incentive and support policies, coordinate the forces of all parties, and do a good job in the implementation of various policies. It is necessary to strengthen market information monitoring, regularly release the supply and demand of building industrialization components, improve capacity utilization, and improve the quality and level of building industrialization development.


(3) Strengthening follow-up evaluation supervision. Establish a provincial evaluation mechanism, and organize an evaluation of the implementation of policies related to the coordinated development of intelligent construction and new building industrialization in relevant provincial departments and cities with districts every year, focusing on the implementation and improvement of intelligent construction development goals, industrial development, policy introduction, and the preparation of standards and specifications. Organize and carry out special supervision every six months, urge all levels and departments to implement at various levels, link each other, and closely monitor each step, and promote the implementation of various work tasks.
